Kansas Republicans override the governor and ban gender-affirming care for minors

In a matter of days, transgender minors in Kansas might lose options for hormone treatments, surgeries and other care. Republican lawmakers overrode a veto to put a ban on gender-affirming health care into law on Tuesday.
As with similar efforts in years past, Democratic Gov. Laura Kelly vetoed the bill. But this year, the state’s Republican-dominated Legislature rallied the two-thirds majorities necessary to overpower Kelly and pass the ban into law.
Proponents said the exclude is a common-sense measure to protect children from irreversible decisions. In a floor debate, Rep. Angela Stiens called gender dysphoria among teens a “social contagion.”
“We know children and adolescents lack the heartfelt and cognitive maturity to consent to treatment that may have lifelong consequences,” she said.

Other bills vetoed by Governor Kelly over the past year that target transgender Kansans include:

Before 2020, no state had ever introduced legislation to ban health care for transgender Americans, which has been safely prescribed for decades and has the support of every major medical association and primary health authority. This places the Kansas legislature’s majority at odds with most Kansans and people nationwide. Kansas Gov. Laura Kelly has vetoed a bill banning gender-affirming care for transgender minors.
That could include puberty blockers, hormone treatment or gender-affirming surgeries for transgender youth. Under the bill, doing so could receive a doctor sued and cost them their license.
This is just the latest veto fight over gender-affirming care for minors.
Kansas lawmakers own attempted to bar gender-affirming care for years, but each year they couldn’t rally the back to override a veto.
This year is different. The bill passed with what appears to be veto-proof majorities in both chambers. Republicans even have a few votes to spare.
While not a guarantee, the bill could become regulation and will likely be tangled up in legal battles over its constitutionality.
“Should they be victorious in overriding the governor’s veto,” said House Minority Head Brandon Woodard, a Lenexa Democrat, “(we’ll be) seeing them in court.”

Trans youth care forbid vetoed by Kansas governor again
Kansas Gov. Laura Kelly has vetoed Senate Bill 63, which would have restricted gender-affirming care for gender diverse youth.
“Right now, the legislature should be focused on ways to help Kansans cope with rising prices,” Kelly said in a expression emailed late Tuesday. “That is the most important issue for Kansans. That is where my focus is.”
The bill would bar health care providers from administering gender-affirming medical care – including puberty suppressants and hormone therapies – for someone under the age of 18, only for the purposes of gender transitioning. The ban would also apply to gender-affirming surgeries.
“Infringing on parental rights is not appropriate, nor is it a Kansas value,” said Kelly in her veto message. “As I’ve said before, it is not the job of politicians to stand between a parent and a child who needs medical look after of any gentle. This legislation will also drive families, businesses, and health care workers out of our mention, stifling our economy and exacerbating our workforce shortage issue.”
