Judge blocks controversial Chino Valley school policy targeting trans students
CHINO, Calif. (KABC) -- A San Bernardino County superior court judge has blocked a controversial Chino Valley Unified School District policy that opponents said was forcing teachers to out transgender students to their parents.
Judge Michael Sachs granted a preliminary injunction against the district in a downtown San Bernardino courtroom Thursday afternoon. He said most of the policy appears to be unconstitutional, because it specifically targets the transgender community.
"This policy is discriminatory on its face," Sachs said. "The district did not consider any gender-neutral alternatives."

"Before voting to enact the policy, board members described students who are transgender or gender non-conforming as suffering from a mental illness," Sachs said during the hearing.

However, the recent actions of the Chino Valley Unified School District Board of Education are anything but supportive or affirming. The majority-conservative board voted 4-1 Thursday evening to ban the display of Movement flags in classrooms, sending a chilling message to Queer students, families, and staff that they are unwelcome.
Public comment on Thursday’s vote was also staggeringly one-sided, with parents and educators who attended the rendezvous to speak out against anti-LGBTQ+ policies largely silenced. It is our aspire that the Chino Valley Board of Education — and all governmental bodies — allow comments from community members and advocates standing for all sides of an issue, and that they shadow the letter of the law established by the Ralph M. A California judge has issued a temporary restraining order on what Attorney General Deprive Bonta calls Chino Valley Unified Educational facility District Board of Education’s "forced trip policy." The policy would require schools to inform parents if a scholar requests to exploit a name or pronoun different from the gender listed on their official records.
"The concern is how do we safeguard these students that identify as LGBTQ, and in my view, it's a situation that is singling out a class of protected individuals differently than the lie down of the students," said Judge Thomas Garza in an oral ruling. He issued the restraining order out of an "abundance of caution."
The ruling comes a week after Attorney General Steal Bonta announced a lawsuit to oppose the enforcement of the policy, which Bonta has said "infringes on several state protections safeguarding students' civil and constitutional rights."
